Although based in Tampa, Nelson Boswell, Jr., SRA, St.Cert.Residential Real Estate Appraiser FL & NV, Certified General Contractor FL, has lived and worked in Las Vegas in the past, most recently during the beginning stages of the current economic downturn. Appraisal assignments and Cost Estimation assignments were generally involved in foreclosure or bankruptcy litigation and required professional analysis of needed repairs (structural and cosmetic), as well as an accurate estimation of the diminution in value due to those needed repairs, any foreclosure stigma, and the sizeable perceived investor risk thereof. These assignments were primarily residential and in all price ranges up to the upper most price ranges to the lowest price range, from the oldest to newest, and from the center of the city up into the outlying hills.

A professional cost or remediation estimate involves more than merely using software. There is a process and a methodology (just like the real estate appraisal process and methodology), where the estimator arrives at a Final Cost or Remediation Estimate using standard construction cost estimating proceedure. No matter how complex the estimate, it should be logical and easy to understand.
And it is best done by someone who has actual contracting and building experience.
States don't license cost estimators. States do license professionals who perform cost estimates as a part of an ongoing business practice. Among the best license and qualification for such a task is a State Certified General (includes any building type) Contractor.
